1. GM Government Relations
Champion the Government Relations function to ensure that resourceful networking relationship with the relevant ministries, government related parties, Oil & Gas industry and local authorities has been explored and nurtured so as to facilitate effective business operations and growth.
Principal Duties & Responsibilities
• Foster and enhance close working and social relationship with key senior officials of Pertamina, BPMigas, MIGAS, Energy & Mining Department and other relevant oil & gas government agencies.
• Ensure that the Social, Security & Licensing function sustains growth by contributing to the development of local communities and promotion of high standard of health, safety and environment by complying with government regulations and policies.
• Champion the Corporate Communication function to establish effective public relations, communication and corporate social responsibility strategies by implementing value add Community Development (CD) programmes so that both community and shareholder interests can be balanced to maintain sustainable economic, environmental and social performance.
• Foster and enhance close working relationship with key partners in the Company s joint venture projects to maximize the returns to the Company as well as ensure that the Company s interests are protected.
• Constantly monitor and keep abreast of latest development and changes in regulations and activities of key government authorities to ensure that the Company’s activities and interests are aligned.
• Identify new business opportunities and obtain buy-in from different stakeholders.
• Enhance network with potential industry partners to better understand local trends and business opportunities.
• Assist other BGs in coordinating activities and securing approvals for energy projects.
Education/Experience
• Bachelor degree or higher in Engineering/Economics/Management from a reputable university, preferably with Master of Business Administration.
• Minimum 15 years of business development / commercial / government relations experience in the Oil & Gas industry.
• Very familiar with commercial rules/regulations of BPMigas, MIGAS, Pertamina and key government regulatory bodies in the Oil & Gas industry.
• Proficient technical and commercial knowledge of the industry.
• Excellent interpersonal communication skills.
• Proven network with key senior officials in BPMigas, Pertamina, MIGAS and commercial banks.
2. Senior Drilling Manager
Responsible for all drilling engineering activities which include well, rig inspection, pressure control, well design, prepare drilling programmes, drilling of wells, workover operations under the supervision of Subsurface Manager. Ensure the Company s operations are achieving business objectives and schedule completion, efficiency, quality, service, and cost-effective management of resources.
Principal Duties & Responsibilities
• Rig inspection and mob/demob of rig.
• Drill string design and drilling hydraulics calculations.
• Choosing drill and core bits, well deviation calculations, fishing.
• Design and monitor the drilling of wells and other rig based activities such as workovers.
• Prepare well design summaries and detailed drilling programmes.
• Providing QA/QC support to all operational activities within the wells team.
• Operate within the procurement process to identify and obtain the most cost effective materials for the drilling campaign.
• Locate and appraise new technology and equipment for most cost effective operation.
• Track and monitor contractors performance against their commitments to the drilling plan and delivering well safely, on time, within budget, fit for purpose and meeting all objectives.
• Identify any variation in the schedule and the planned schedule and undertakes an analysis and modification to the drilling plan. Discuss activities with the rig and identify action to be taken on any variances to the plan.
• Planning of operations with due regard to safety of personnel, the environment and equipment.
• Ensure that the contractors are meeting their obligations in terms of staff, equipment and material to perform the agreed contractual obligations adequately.
• Prepare/review and complete end of well reports.
• Coordinate a team (G&G, RE and PT personnel, contractors and service company personnel) to conduct all well related operations from initial design and construction phases through to well delivery and end of well reports.
Education/Experience
• Bachelor degree or higher in Mechanical Engineering or equivalent.
• Minimum 15 years of work experience with a strong operating company.
• Relevant hands on experience in all aspects of related drilling activities as mentioned above.
• Knowledge and understanding of well pressure control (blowout prevention, drilling and coring bits, well deviation, fishing, drilling locations for exploration ventures in remotes areas, derrick loading determination, calculation of maximum allowable wear of Kelly, drill string design, calculation of loads in wire, drilling hydraulics calculations, calculation of dogleg angle and severity, calculation of bore hole position and fishing.
• Possess good analytical drilling engineering skills.
• Written and oral communication, presentation and reporting skills are also essential to ensure effective deployment and utilization of the Exploration & Development Department deliverables.
• Strong leadership capability and ability to coach and mentor junior team members.
