Officer Employee Relations 
Conducts the activities of National Personnel Administration Section in 
administering national personnel movement, benefit admin, SAP data &
 administrative record, and report in order to maintain administrative 
matters of nationals permanent and contract employees, conduct the 
analyses of the personnel policy implementation related to the 
Government/Manpower Regulation. Responsibilities:
 • Performs planned and unplanned related personnel administrative matters, data and records
 •
 Prepares, processes, records, and monitors Personnel Action for 
National Employee and maintains its related administration and reports
 • Maintains all national employees data in SAP
 • Keep well informed and updated regarding the government regulation related to employee benefits and welfare
 • Analyses the implementation of the personnel policy related to the Government Regulation
 •
 Prepares, analyses, and recommends actions related to cases in manpower
 issues, by referring to law & regulation as well as company 
policies
 • Administers Personnel Service Requisition of the third party personnel
 •
 Performs planned and unplanned administrative matter related to 
Employees benefits such as Pension Fund, Jamsostek and Workmen 
Compensation, Salary Advance, HAP Loan, Educational Assistance, Funeral 
Assistance, Hajj, etc. including its filing and reports as required
 • Maintains relationship with external benefits provider as well as all employees internally
 •
 Performs all work in accordance with Standard Operation Procedure and 
with awareness of Companys corporate HSE regulation and procedures
 Requirements:
 • Candidate must possess at least a Bachelors Degree in Social Science, prefer from Law or Management
 • Minimum GPA is 2.80 (out of 4.00) from a reputable University
 • At least  1 - 3 years experiences in the Human Resources Function.

 Officer Government Relations 
Contributes in shaping a good corporate image by interacting with 
governmental bodies and support the company in achieving its goal, 
without neither breaking regulations nor conflicting with government 
interests.
 Responsibilities:
 • Responsible to maintain relationship with
 the Stakeholders GOI officers including the local government and other 
institutions officers, by obtaining contacts of the respective key 
persons
 • Responsible to follow up the approval from BPMIGAS or 
other government bodies on operated-related documents, including 
administering any relationship improvement activity involving BPMIGAS, 
Government Bodies or other parties (incl. courtesy call, field trips, 
meeting, entertainments, gifts, friendship sport games, etc.)
 • 
Updates the Management with latest governmental issues such as new 
regulations, policies, government officers promotion, new titles, etc.
 •
 Assists all administration requirement needed by internal department to
 monitor operation procedure compliance both by employees and 
contractors
 • Assists Ext./Int. Rel. Officer on Reviewing the 
proposals of any donations, sponsorship, social charities, and other 
communication media

 Mooring Master 
Manages mooring and unmooring loading tankers at SPM, hose connection 
and disconnection, cargo inspection and calculation and all activities 
during loading cargo operation and to ensure the quantity and quality 
crude oil received on board loading tanker as per nomination and 
requirements within the compliance of safety regulations and environment
 policies and practices.
 Responsibilities:
 • Manages and in charge to command mooring 
and unmooring loading tanker to and from SPM shall comply with Terminal,
 Local & International Regulations, Policies and practices.
 • 
Manages and control the utilization and performance of Harbour Tug and 
LHTs in assisting loading tanker during mooring and unmooring.
 • 
Manages loading operations as Loading Master on the loading tanker, 
inspect crude by manual ullaging properly and calculate crude oil 
transferred correctly.
 • Manages the inspection of all nominated cargo oil tanks and sign required document as company representative.
 •
 Manages and instruct under direct control ship`s crew and officer on 
connecting and disconnecting of cargo hoses on Loading tanker`s 
manifolds
 • Manages the inspection and maintenance of export barbel hose and ancillary.
 •
 Manages and drives all boat`s crew, ship`s crew and officer to comply 
with International Regulations, implement HSE, procedures, policies and 
local regulations.
 • Manages and lead as scheduled the replacements of Marine hoses, Mooring hawser and swapping or re-install SPM.
 Requirements:
 • Candidate must graduated in Merchant Maritime college  ANT I / ANT II Marine Pilot Certificate.
 •
 Knowledge and skills in Mooring Master, STCW95, SOLAS 74, MARPOL 73/78,
 ISM Code, ISPS Code, ISGOTT, COLREG  and Tanker Safety.
 Marine Inspector 
Inspects machine, equipment, other support facilities & 
certification and observe workers  in marine, ship & other sea 
transportation to comply with IMO standardization, HSE 
policies/guidelines and  Company regulations, Government regulations
 Responsibilities:
 • Inspects vessel or boat and other 
supporting systems regularly (monthly) including prior to hiring (new 
contracts) and after maintaining or break down/dry dock in HSE & 
technical/engineering aspects
 • Prepares report of findings in marine transportation & its supporting facilities & observing of its workers
 • Investigates marine accidents
 • Updates & revisits SOPs of HSE subjects in marine and transportation
 • Maintains & updates all permit related to Marine Operations (FSO and terminals) & HSE requirements
 • Prepares all correspondence to BPMIGAS, MIGAS and or other Government bodies concerning operation  of FSO & terminals
 • Involves in preparation of marine and transportation in SOW, Technical Specification & HSE requirements
 Requirements:
 • D4 with at least ANT II or S1 in Marine Engineering with 8 – 10 years experience, especially in oil & gas industry
 • IMO regulations, HSE regulations
 • Analytical thinking, creative & problem solving
 Administrator Vendor Management 
Handling vendor registration and updating vendor master database in line
 with the related procedure to ensure all registered vendors are 
complied with the pertaining government regulation and company policy.
 Responsibilities:
 • Handle vendor management registration 
consist of checking completeness of submitted documents, getting 
required approval,  input and update vendor data and information into 
procurement system.
 • Administer vendor performance and send the certificate/letter of vendor performance status to the respective vendors.
 • Create vendor code in SAP system.
 • In charges of the filing system of vendor documents.
 • Conduct HSE programs and initiative in working activities.
 • Propose revision, addition, and change of standard operating procedure, working system, working standard, and IT initiative
 • Involves in preparation of marine and transportation in SOW, Technical Specification & HSE requirements
 Requirements:
 • Diploma Degree
 • 2 years working experience on administration handling.

 Understanding related company policy and procedures in procurement, 
administration and required document in bidding process, computer 
literacy (Microsoft Word & Excel) and companys procurement 
information systems (SAP system)
 Contract Officer 
Administer of procurement process for services in timely manner with the
 right specifications to ensure the acquired services, price, quality 
and specification meet the schedule and support user department 
activities.
 Responsibilities:
 • Based on user request prepare and initiates bid document.
 •
 Actively involves in the services bidding process for Non Exploitation 
departments, record pre bid minutes of meeting and attend the bid 
opening to support Bidding Section.
 • In coordination with Bidding 
Section and user department, prepare answer in Question and Answer (Q 
& A) activities in the pre bid process.
 • In coordination with 
user departments, evaluate the technical aspects of proposal submitted 
by vendors and provide recommendation, control user lead time for bid 
evaluation.
 • Prepare bid recommendation for quotation/bid committee approval.
 • Prepare Letter of Award (LOA) and services contract.
 • Monitor administration compliance for every services contract
 • In coordination with Vendor Management, propose vendors performance.
 Requirements:
 • Candidate must possess at least a Bachelors Degree in any discipline
 • At least 2 –3 years working experience in related field.
 •
 Mastering in Government regulation and company policy, in computer 
literacy (Microsoft Word & Excel) and companys procurement 
information systems, good understanding on Material Basic Knowledge and 
Identification, and good communication in English (oral & written).
 Drilling Material Expediter
Coordinates with drilling & workover engineers to prepare a monthly 
tubular forecast to support drilling rig & workover barges 
operations and processes all incoming invoices to be in compliance with 
standard CNOOC contract terms & conditions.
 Responsibilities:
 • Checks all incoming invoices for its 
supporting documents: original job/service ticket, original delivery 
ticket, signed by CNOOC representative
 • Charges all incoming invoices into appropriate contract, cost center or AFE number through SO/SE or PR
 • Prepares Contract Control Form (CCF) for each invoices of tubular & bulk materials
 • Coordinates with drilling & workover engineers for preparing tubular and wellhead forecast
 • Coordinate with drilling & workover engineers for preparing bulk material, chemical, and other MRO items
 Requirements:
 • Graduated in Technical or Administration.
 • At least 2-5 years in diversified industry experience, cost control experience background is preferable.
 • Knowledge in Service & Materials Procurement Process
 Superintendent of Business Analyst and Market Intelligence
Analyze business practices strategy to obtain the best procurement strategy in order to minimize procurement cost.
 Organize the information related to SCM division activities, into 
useable, actionable analyses to be used in strategic and tactical 
decision-making and for the improvement of SCM business process and 
procedure.
 Responsibilities:
 • In collaboration with SCM Planning & 
Control Section, evaluate and analyze User Procurement Planning (UPP) in
 order to obtain better procurement strategy for the Annual Procurement 
Plan (APP) based on the procurement strategic sourcing.
 • Monitor, 
evaluate, and maintain market intelligence program to collect and 
analyze data from a variety of sources (SKK MIGAS, other PSCs, Vendors, 
Associations, Market Research Company, etc.) to have better information 
regarding the price, coverage, or availability.
 • Plan, coordinate, 
and evaluate subordinate development needs and program including on the 
job training, coaching and counseling, career path, industrial 
relations, etc., based on gap competency and current and future job 
requirements.
 • Review, develop, and recommend revision, addition, 
and change of standard operating procedure, working system, and working 
standard, and IT initiative.
 • Monitor SCM performance through balanced score card and KPIs measurement.
 Requirements:
 • University Degree preferably Business Management, Economic, Industrial Engineering, or other Engineering subject
 • Minimum 5 years of working experience in oil and gas industry.
 •
 Good knowledge and skill in Survey and Research Methods, Supply Chain 
Management/ Logistic Management, Procurement regulation and other 
related government in oil & gas industry, Computer Literacy, and 
Micro & Macro Economic Analysis.
